It could be like police motorbikes. Once a subset of cyclists have the ability to issue tickets for parking and other traffic violations, maybe you stop cutting them up.The swiss bike police are armed...
Makes perfect sense, they are the most motivated! As usual, the French prove to be both practical and have a sense of romantic justice.
Just raining on your parade a wee bit, here in Melbourne I was recently ticketed for riding without a helmet, by two cops ... (wait for it) ... ON BICYCLES!! big grrrrrrr.........

You should, Big Grrr... - the more people who have as much conviction as Sue in Scone who stand up and say 'This law is b*llsthyt, i aint paying no ticket' the sooner the law will be repealed - Australia is painting itself to be so backwards on the world stage for clinging on to this pathetic law. Do it!

There are five dedicated bicycle police in Melbourne - two of them came to my work to talk to us a while back. They said the funniest thing is when they see someone on their phone, knock on the window to ticket them, get dismissively waved away by the driver, and then watch realisation dawn on the driver...They also said that they can really tell the difference in driver behaviour towards them when they're wearing their police cycling uniforms and when they're wearing normal clothing (much better behaved towards the police, drivers clearly know how to act!). So I'm thinking of investing in a pale blue cycling top :-)
