I don't know about the "creepy" bit: I think it's a little bit of a send-up of the kind of scenes you used to get in musicals.
As for P's comment: it did strike me that this is probably a fairly old clip: it's hard to imagine anything coming out of the US in recent years with cyclists that doesn't try to "set a good example" by showing them helmeted – just like the ubiquitous bike-riding mushrooms painted on roads to indicate bike lanes.
Muppets Take Manhattan, I think, which was released in 1984. The more I watch this, the more I'm torn between jealousy at Piggy's bike and slight concern at whether there's some tiny person inside a Piggy costume doing the riding for her or not.

Actually, no, just looked it up (I'm a Muppet reak, so I should have known this anyway) - it's from the Great Muppet Caper, which came out in 1981
